I do not think that there is any sufficient ground for considering such a radical change as that suggested in the question.

Is the right hon. Gentleman satisfied with the competence and efficiency of the present method of organisation in view of the recent increase of crime in the country?

Mr. CLYNES

Even with the highest competence and with the most complete condition of efficiency there may still be muse for dissatisfaction.

Mr. BROCKWAY

May I ask whether an adequate policy to remove unemployment and poverty would not be the best method?
