44. Major the Marquess of TITCHFIELD

asked the President of the Board of Education what will be the average number of children in a class on 1st April, 1931, in the event of the Education (School Attendance) Bill becoming law?

The average number of children in a class in public elementary schools on 31st March, 1930, was 36. I am unable to state what the average number will be on 1st April next.

Does not this show what a complete farce the whole Bill is?

I am perfectly aware that to take an average number for the whole of England is a farce. I have answered the Noble Lord's question.
