§ Mr. GREENWOODThe conference takes place to-day. The local authorities represented are the county councils of London, Middlesex, Surrey, Kent and Essex, the councils of the county boroughs of West Ham, East Ham and Southend, the Port of London Authority, and the Thames and Lee Conservancies.
