GRAHAMEven if it were possible to distinguish "so called luxury articles "from other goods I could not, 639 generally speaking, say how far Customs duties imposed by other countries are specifically intended to limit the import of such goods on the ground that they are luxuries. Similarly, as regards the limited range of import prohibitions and restrictions now operative, it is not possible, in general, to distinguish between those directed against the import of goods solely because they are luxuries and those dictated by other motives.
