asked the Secretary of State for Foreign Affairs what is the present position in regard to the negotiations over the Soviet Russian claim to jurisdiction up to 12 miles of waters from Soviet territory; and what is the degree of protection the Government is prepared to offer British shipping against this claim?

Mr. A. HENDERSON

No negotiations have taken place with the Soviet Government concerning their claim to a 12 mile zone of territorial waters. As regards the second part of the question, I would refer the hon. and gallant Member to Article 3 of the Temporary Commercial Agreement of the 16th of April last, and the Fisheries Agreement of the 22nd of May last, of which I am sending him copies.
