asked the President of the Board of Education whether he can give any estimate of the extra cost of new buildings and rebuildings to meet the needs of the reorganisations at present proposed on the basis of no agreements being come to between local education authorities and the owners and managers of voluntary schools for the use of such voluntary school buildings after reconstruction, etc.

May I refer my hon. and gallant Friend to the Financial Memorandum attached to the Bill which explains the difficulty of framing any estimate under this heading.

Is my right hon. Friend aware paragraph 4 shows the difficulty of estimating the minimum cost, but surely there is no difficulty in estimating the maximum cost in case of no agreement being reached. May we have that figure? It must be in the possession of the Minister.

I am afraid it is impossible to give it.

The right hon. Gentleman must know what at the worst it will cost. Surely he must have that information. Does not the right hon. Gentleman realise that, if the figure is given, it will help the passage of this Bill?
