§ 23. Sir K. WOODasked the Secretary of State for Foreign Affairs whether he has received any information from our representative in China concerning the Chinese Soviet Congress which is being held this month, to be attended by representatives of the Chinese Communist party and red trade unions, with the object of organising a central Soviet Government for all Chinese towns and territories in which the Communists have succeeded in establishing a footing; and whether he has any information as to the number of districts in China which are occupied by regular red armies?
Mr. A. HENDERSONThe answer to the first part of the question is in the negative. His Majesty's Consul at Foochow reports that a part of the province of Fukien is under the effective control of a Government which is described as being Communist in form, but I have no information to the effect that any district in China is occupied by regular red armies.
§ Sir K. WOODHas the right hon. Gentleman any doubt that the Communist party in China are making difficulty and trouble there?
