12. Mr. MANDER

asked the Minister of Labour whether the negotiations with regard to a Bill giving force of law to the decisions of joint industrial councils in certain circumstances have now been concluded; and whether it is the hope of the Government at an early date to introduce agreed legislation on the subject?

Miss BONDFIELD

I understand that certain discussions are taking place on this subject, but I have not been informed that any conclusion has been reached.

Mr. MANDER

Are the Government taking any part in these negotiations and trying to encourage and stimulate them?

Miss BONDFIELD

The discussions are taking place without the intervention of the Government.

Mr. MANDER

Would it not be a real help if for once in a way the Ministry of Labour were to initiate and encourage the excellent negotiations which are going on?

Miss BONDFIELD

On the contrary.

May I ask with whom these negotiations are taking place?
