Mr. ALEXANDERUnder the provisions of the London Naval Treaty naval surface vessels are exempt from limitation, irrespective of their duties, if they conform to the limitations enumerated in Article 8 of that Treaty. It is considered that efficient netlayers can be constructed within those limitations.
