On this, I think that I am entitled to ask for an explanation from the hon. Member. It is some time since he gave an explanation, and I think that we should have a full explanation.

Mr. SPEAKER

The hon. Member said that he wishes to raise a question as to the effect of this Bill on unemployment. This is not the time to do that. That should have been done on the Second or Third Reading of the Bill.

Mr. WILLIAMS

Does that prevent me from asking for an explanation of this particular Clause?

Mr. SPEAKER

The hon. Member would be entitled to do that.

I do ask for an explanation.
