BUXTONasked the Under-Secretary of State for the Colonies whether the Governor of Kenya has yet furnished the figures which he was requested to supply in February last, showing that the proceeds of Native taxation in Kenya are spent on Native reserves, and setting forth for the past five years the amount of such direct Native taxation and the amount spent on direct Native services in the Native reserves, respectively; and, if so, whether such figures have been supplied or examined by the chief Native Commissioner?
§ Dr. SHIELSFigures relating to the year 1929 were telegraphed in February. A full explanatory despatch has now been received, and I will have a copy of the despatch placed in the Library of the House for the information of my hon. Friend and other Members who may be interested in the matter. Figures relating to the previous four years have not been worked out, and, as this would mean a large expenditure of time and labour, my Noble Friend does not wish to put the Government of Kenya to the trouble which would be involved.
§ Mr. BUXTONCan my hon. Friend say whether the despatch to which he has referred bears out the statement that the proceeds of native taxation are spent on the native reserves?
§ Dr. SHIELSI think it does, but I have no doubt that my hon. Friend will be able to confirm that from the despatch, which I expect will be in the Library this afternoon.
