§ Mr. W. GRAHAMWe have not yet received replies from all the countries invited, but so far 17 countries have declined the invitation to participate in the Conference. I am circulating a list of these 17 countries in the OFFICIAL REPORT.
§ The 17 countries in question are as follow:
