asked the Secretary of State for India if he is now in a position to state the terms of reference of the delegation the Government of India propose to send to the Malay States to investigate the conditions of the resident Indian community; and whether these terms of reference will enable the delegation to investigate and make recommendations concerning the position of the Indians in Malaya in the matter of political status and civil rights?

No, Sir. The Government of India have decided not to send the delegation until next year. As regards the purpose of the delegation, I would refer my hon. and gallant Friend to the reply which I gave him on the 12th February last.
