asked the Secretary of State for India whether he can assure the House, from the information at his disposal, that none of the recent disturbances in India have been fomented or instigated by agents of the Third Communist International?

Mr. BENN

There has been no evidence that Communist agents were responsible for any of the recent disturbances, though the use of red uniforms and hammer and sickle badges has been mentioned in some of the official Peshawar telegrams.

Sir W. DAVISON

Has the attention of the hon. Gentleman been called to the manifesto issued by the Third International in the last few days, urging Indians to emancipate themselves from British control, by revolution?

Mr. BENN

The hon. Member asked me the question on the Paper. Now he asks me a question on a totally different matter.
