asked the Minister of Health whether he is aware that in March last a child of seven years of age was birched for some misdemeanour, by order of the children's home committee, at Thetford, Norfolk; and whether he will make inquiries with a view to preventing a repetition of such form of punishment upon a child of such tender years whilst under the care of the local public authority?

I was already aware of this case and have caused inquiries to be made into it. Two children, aged nine and eight, committed an act of serious dishonesty and were punished with a light strap by the foster-mother of the home. I see no reason to question the propriety of the action taken.
