15. Mr. MANDER

asked the Secretary of State for Foreign Affairs whether it is the intention of the Government to communicate immediately with the signatories of the Kellogg Pact in the event of a threatened breach of its provisions?

Mr. DALTON

I am not in a position to indicate in advance what action would be taken in the event of a situation which I trust may never arise.

Mr. MANDER

Do I understand that the hon. Member agrees with the view expressed by Mr. Kellogg that the right of consultation is inherent in the Pact itself?

Mr. DALTON

I do not think it is possible to answer questions of that kind without notice.
