asked the Prime Minister when he proposes to set up the promised committee of inquiry into the administration of public affairs in Scotland; whether he can state the composition of that committee; and whether part of the terms of reference will be the transfer of the functions of government of Scottish affairs to a Scottish Parliament?

The answer to the first two parts of the question is in the negative. If my hon. Friend will refer to my remarks during the Debate on the Address on 10th July last he will find that what I had in mind was that a committee of inquiry into Scottish administration should not be set up until after about 12 months' experience had been gained of the working of the Local Government (Scotland) Act. As regards the third part., I am unable to add anything to what I said during the Debate referred to on the subject of the terms of reference to any such committee.
