Resolution reported That, if it appears by the account of the public income and expenditure of the United Kingdom prepared under section four of the Sinking Fund Act, 1875, for the financial year ending the thirty-first day of March, nineteen hundred and thirty-one, or for any subsequent financial year, that expenditure was in excess of income, a sum equal to the excess shall in the next financial year be charged on and issued out of the Consolidated Fund and applied in the same manner as the New Sinking Fund (1928).

Bill ordered to be brought in upon the said Resolutions and upon the Resolutions reported from the Committee of Ways and Means on the 30th day of April and agreed to by the House on that day, and on the 1st day of May by the Chairman of Ways and Means, the Chancellor of the Exchequer and Mr. Pethick-Lawrence.
