§ Sir C. TREVELYANFor more than 40 years it has been the statutory duty of the Board to report annually to Parliament in regard to the attendance at school of children in canal boats. These reports show the efforts that have been made, both by the local authorities and by inspectors, and they also draw attention to the difficulties with which they have been faced in their endeavours to secure the enforcement of the law.
§ Mr. BEAUMONTDoes not the right hon. Gentleman think that the local authorities have taken every possible step to carry out this section?
§ Sir C. TREVELYANI have no reason to think that they have not.
Dr. DAVIESCan the right hon. Gentleman say whether the report should be made to the President of the Board of Education or to the Minister of Health?
