asked the Secretary of State for Foreign Affairs whether any negotiations have yet been entered into with the United States of America to define and agree on the right of search and capture of private property at sea in time of sanctions?

Mr. A. HENDERSON

The answer is in the negative.

Colonel WEDGWOOD

Can my right hon. Friend say when he will be in a position to give me an answer to this question?

Mr. HENDERSON

No. This is a very big question, and we have big enough questions in hand with the United States at the moment without tackling this one at the same time.

Colonel WEDGWOOD

Is not this part of the same problem which is being tackled at the present time?

Mr. HENDERSON

Yes, in a certain sense It is; but I think it was the desire of that Government that we should not raise this question during the Conference.
