§ The PRIME MINISTERAs the right hon. Member was informed on the 17th March, the Secretary of State is consulting the High Commissioner as to the date 2096 of publication. In the circumstances, I am not yet able to say what arrangements can be made to meet the desire for a Debate on the subject. With regard to the second part of the question, it is clear that, at the present moment, any general declaration of policy, beyond what has already been made, would be premature.
