I am desired to present to this Honourable House a Petition from 1,000 Catholic voters in the City of Hull in which they state: Whereas the changes proposed to be introduced into elementary schools are so great and the cost so enormous that local education authorities will be unable to face them without financial help from the Government; that a promise has been given to the local authorities that 50 to 70 per centum of the expense will be borne by the Government; that this promise does not apply to Catholic schools but Catholic schools will have to bear the entire cost themselves; that this treatment will deal a very heavy blow to the interests of the Catholics throughout the country; and, that the Catholic schools may be treated as other elementary schools are treated. Your petitioners will ever humbly pray.

As the Petition relates to a grant of public money, I would point out to the hon. and gallant Gentleman that the King's Recommendation is required.
