asked the Minister of Health whether he is aware that the test work imposed by the Hull board of guardians on men seeking relief in Hull has recently been increased; whether he has authorised this increase; and whether the regulations regarding test work have been modified since he became Minister of Health and, if so, to what extent?

The answer to the first two parts of the question is in the affirmative. I may say that the increased hours only amount to 21 per week, being arranged to enable all men to attend at the docks and elsewhere at the times when men are being engaged. As regards the last part, the Regulations have not yet been modified, but I have published a new draft Order which, if made, will come into operation on let April.

Do I understand that my right hon. Friend did authorise this increase, and is he aware that that is very different from what he used to say on the other side of the House? May I ask my hon. Friend to give me an answer?
