asked the Home Secretary whether it is proposed to establish a police college for the purpose of affording police officers facilities for advanced education and with a view to qualifying them for advancement to higher positions in the police force?

Mr. CLYNES

At the meeting of the Police Council held last week I took the opportunity to consult the Council with regard to a scheme of this kind which I had had under consideration for some time. On the whole it was favourably received, but no decision has been or can be arrived at until the subject has been further explored. A Sub-Committee of the Police Council is being constituted for the purpose.

Mr. OLDFIELD

Can my right hon. Friend assure the House that these facilities will only be open to men who have joined the ranks as police constables?

Mr. CLYNES

I think it would be impossible for persons to be admitted to a college of the kind contemplated, unless they had joined the ranks in the ordinary way.
