§ Dr. ADDISONThe number of unsatisfied applicants registered by councils in England and Wales at the 31st December, 1929, was 5,369, of whom 2,152 had been definitely approved as suitable and the remainder were awaiting investigation of their qualifications. These figures take no account of a latent demand which undoubtedly exists. No data exist for estimating the extent of the demand that would be revealed if facilities were provided direct by the State, but it would certainly be considerable.
