asked the Secretary of State for India whether, owing to the increasing lawlessness in Bombay, any special measures are being taken to maintain law and order; and whether there are sufficient troops in Bombay for that purpose?

Mr. BENN

Emergency measures, the nature and necessity of which I have explained to the House, have been taken in recent months in Bombay. I have no reason to suppose that the local Government is unable to control the situation.

Colonel HOWARD-BURY

Is the right hon. Gentleman aware that lawlessness is increasing in Bombay, and is he satisfied that there are sufficient troops there to keep law and order?

In view of the fact that lawlessness is increasing in India, in spite of all the precautions that are being taken to prevent it, does not the right hon. Gentleman think that a change in Governmental policy would be of much more importance?
