We desire a short explanation as to the machinery and purpose of this Clause and the method by which it is intended to bring about this change.

I think I can explain it almost in a sentence. The Local Government Act of last year abolished the Poor Law parishes which have previously existed and which were also parishes for Income Tax purposes. It is now proposed to alter the Income Tax provisions to bring them into conformity with the new areas. The new area is a very large one and the object of the Clause is to bring the area arrangements within manageable proportions for Income Tax purposes. It is purely a matter of machinery.
