§ Miss BONDFIELDThis bureau has been established by the Manchester Corporation on its own responsibility, and there is no special relationship between it and the local Employment Exchange.
§ Mr. WHITEDoes not the right hon. Lady rather look to municipal authorities to set an example to other employers by co-operating with the Employment Exchange?
§ Miss BONDFIELDIt is as far as I know within the discretion of municipal corporations to set up such a tribunal, and I do not want to discourage anything a locality may do in dealing with their local problems, but, as far as I can see, this particular form of activity is more likely to lead to confusion and dislocation of effort.
