asked the Secretary of State for Foreign Affairs whether he has received from the High Commissioner in Egypt particulars of any proposed scheme of electoral reform for that country?

Mr. DALTON

The answer is in the negative.

What then was meant by the Prime Minister's refer- ence to a statement? If no statement was received how could the Prime Minister refer to it?

Mr. DALTON

I do not think that it is for me to elaborate the very clear statement which the Prime Minister gave of the policy of the Government.

Is not the question of electoral reform an internal matter with which we have no business at all to interefere?
