§ Major MILNERI beg to move, in page 8, line 2, at the end, to add the words:
Orders under Section One of this Act shall not be deemed to be Provisional Orders.The Amendment will preserve the constitutional rights of local authorities 2365 and municipalities of applying to Parliament by promoting private Bills, where they desire to do so. It will have the additional advantage of reducing the ambiguity of Standing Orders which relate to Provisional Orders.
