§ Dr. SHIELSThe matter is still under negotiation with the Iraq Government. It is being actively pursued, and there is reason to hope that a settlement will not be long delayed.
§ Sir R. HAMILTONWill the settlement be embodied in the agreement to be attached to the Treaty?
§ Dr. SHIELSNo, Sir; I must point out to the hon. Member that the Treaty does not come into force until 1932, or until such date as Iraq enters the League of Nations, and we want the matter settled before then. It will have to be the subject of a separate agreement.
