asked the President of the Board of Education how many persons have been refused State scholarships during each of the last three years because the family income was above the limits fixed by the Board?

The number of persons eligible for State scholarships who did not apply for grants or who were refused grants, on account of their family income or other resources, was 11 in 1927, 13 in 1928, and 18 in 1929. Two of these, after beginning their University course without grants, subsequently received grants on account of a decrease in the family income.
