asked the Secretary of State for Foreign Affairs whether all the States have now signified their intention to adhere to the Treaty for the Renunciation of War?

The SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Arthur Henderson)

All the countries which were invited by the Government of the United States to participate in the Treaty for the Renunciation of War, have now done so, with the exception of Argentina, Brazil, Colombia, Ecuador, San Salvador and Uruguay. I am circulating in the OFFICIAL REPORT a list of the 61 signatories of the Treaty.

Can the right hon. Gentleman say whether any communications are taking place between the Secretary of the League and these nations for the purpose of getting them to signify their approval?

Mr. HENDERSON

I could not say.

Mr. SMITHERS

Can the right hon. Gentleman give any reason why all the South American nations have failed to ratify? Has it anything to do with the Munro Doctrine?

Mr. HENDERSON

No, I cannot give any reason.
