asked the Prime Minister if the Government will consider the advisability of taking powers to prevent the employment of British capital in enterprises which are considered to be speculative in character?

The PRIME MINISTER

I fear that there are no practicable means for attaining the object desired by my hon. Friend by the method he proposes, which would not have serious adverse effects on legitimate industrial and trading activities.

Will my right hon. Friend explain to the House how he reconciles the inaction of the Government on this matter with the Government's opposition to the Channel Tunnel project?
