I beg to move, in page 56, line 25, to leave out the words "an express carriage or as."

The object of this Amendment is to make it clear that a vehicle licensed as a stage carriage can only be used as an express carriage subject to conditions which may be attached by the Commissioners to the road service licence.

Further Amendment made: In page 56, line 25, after the second word "carriage," insert the words "or subject to any condition attached to his road service licence, as an express carriage.—[Mr. Herbert Morrison.]

I beg to move, in page 56, line 36, at the end, to insert the words: (2) A public service vehicle licence may be refused or, if it has already been granted, may at any time be suspended or revoked by the commissioners by whom it was granted if, having regard to the conduct of the applicant or holder of the licence or to the manner in which the vehicle is being used, it appears to them that he is not a fit person to hold such a licence. This Amendment provides that the licence can be withdrawn or suspended for bad conduct on the part of the licensee. I think it will be agreed that that power is necessary.
