I beg to move, in page 11, line 37, after the word "endorsed" to insert the words: and who has not previously become entitled under the provisions of this section to have a licence issued to him free from endorsement. The effect of this is to make it unnecessary for an applicant for a licence to declare any endorsements which have been cancelled owing to the fact that in the period he had not committed any offence which rendered him liable to have his licence endorsed.
