§ Mr. W. R. SMITHAs the hon. Member for Tynemouth (Mr. W Russell) was informed on the 10th December, the Convention will not be ratified or come into force until it has been approved by Parliament, and a Bill for the purpose of giving effect to the Convention will be introduced in due course.
