HC Deb 19 February 1930 vol 235 cc1377-8
82. Colonel BROWN

asked the Minister of Transport if he intends to make previous local knowledge of roads and conditions an essential qualification for the appointment of area chairman of the proposed traffic commissioners?

Mr. HERBERT MORRISON

I cannot make any definite statement at present as to the qualifications necessary in the case of the chairmen of the road traffic commissioners who will be appointed if the Road Traffic Bill becomes law in its present form; but, as the remaining two commissioners for each traffic area would be nominated by the councils of local authorities in the area, it does not seem to me that local knowledge on the part of the chairman need be an essential condition of appointment.

Colonel BROWN

Is it the fact that it is proposed to earmark these appointments for civil servants?

Mr. MORRISON

No decision has been come to.
