Mr. C LYN ESNo, Sir; such a practice would be entirely contrary to the rules as well as the spirit of the treatment given to girls and women whether in reformatory schools, Borstal Institution, or prison Corporal punishment in reformatory schools is subject to strict rules made by the Secretary of State. In girls' schools caning on the hands with a light cane is allowed but it is rarely used. Only one case occurred last year.
