Motion made, and Question proposed, "That the Clause stand part of the Bill."

I am not going to obstruct the getting of this Clause to-night, but I want to make clear to the Committee that it gives rise to a serious question, for it provides for the ruling out of the Arbitration Act with regard to arbitration under Part I. As long as it is understood that we should not be precluded from going into this question on Report on this Clause, after Part I has been dealt with, and we know how arbitration is going to be dealt with under Part I, I do not want to take up time by having a Debate now.

The hon. and learned Gentleman understands that this is a matter for Mr. Speaker on Report, but, on our side, I am willing to give an undertaking that there shall be facilities for a brief discussion.
