asked the Secretary of State for India if, pending the completion of the comprehensive inquiry into Indian labour questions on which the Whitley Commission is engaged, he will consider the advisability of representing to the Government of India the desirability of introducing legislation to mitigate the evils of the truck system in India?

My hon. and gallant Friend will realise that comprehensive legislation must await the report of the Whitley Commission. At the same time, His Majesty's Government is anxious to proceed, where action is advisable, as rapidly as possible. I will, therefore, bring my hon. and gallant Friend's suggestion to the notice of the Whitley Commission.
