§ Mr. BENNMy hon. and gallant Friend will realise that comprehensive legislation must await the report of the Whitley Commission. At the same time, His Majesty's Government is anxious to proceed, where action is advisable, as rapidly as possible. I will, therefore, bring my hon. and gallant Friend's suggestion to the notice of the Whitley Commission.
