I beg to move, "That the Bill be now read a Second time."

It would be most unfortunate for the House to be led into giving a Second Reading to a Bill of this description, though its Title may indicate that it is a very useful Measure, unless the House has some information so far as its proposals are concerned. I have not heard the Gentleman who is responsible for introducing it give any reasons or justification why the House could be called upon to give it a Second Reading.

It being Eleven o'Clock, the debate stood adjourned.
