asked the President of the Board of Trade who are the members of the Board; when it last met, and the duties of its members?

Mr. W. GRAHAM

The constitution of the "Board of Trade" as a Committee of Privy Council for the consideration of all matters relating to trade and foreign plantations is set out in an Order in Council, dated 23rd August, 1786, of which I am sending the hon. Member a copy. I am unable to say when the Board, in its corporate capacity, last met.

Were these members any help to the right hon. Gentleman in regard to the Coal Bill?

Mr. GRAHAM

I am afraid, if my hon. Friend refers to this Order, he will find that the majority of the members were dead before that Bill was introduced.

Is it a fact that His Grace the Archbishop of Canterbury is a member of the Board?

Mr. GRAHAM

Yes.
