asked the Home Secretary if he can state the number of county councils which have adopted a new model by-law to prevent the uprooting of wild flowers; and whether he has brought to the notice of all county councils the desirability of taking this step?

Twenty-nine counties have adopted this form of by-law. My right hon. Friend has not circularised county councils with regard to it, but he understands that it has been brought to the notice of all the councils.
