§ 17. Mr. MANDERasked the Secretary of State for Foreign Affairs whether the Government are proposing to embody in any agreement arising out of the Five Power Naval Conference the policy of the unanimous resolution of the Eighth Assembly of the League of Nations, 26th September, 1927, that the principal condition of success in the reduction of armaments is that every State should be assured of not having to provide unaided for its security by means of its own armaments and should be able to rely also on organised collective action?
