asked the Minister of Transport whether he can now make a statement with regard to the negotiations that are proceeding for the construction of a by-pass road at the Elephant and Castle?

The MINISTER of TRANSPORT (Mr. Herbert Morrison)

I am not yet in a position to make any statement as the matter is still under discussion with the London County Council.

Mr. DAY

Can my hon. Friend say when he will be able to make a statement on this matter?

Mr. MORRISON

I cannot say definitely when the London County Council will come to a conclusion, but certainly the matter is under consideration, and I believe that there is a meeting to-day in connection with it.

Mr. MILLS

Does it not follow from the discussion on the Charing Cross Bridge that there should be a by-pass to obviate the congestion, because there is already traffic from five bridges converging on that spot?

Mr. MORRISON

I hope that no hon. Member will try to tempt me to discuss in the House the Charing Cross Bridge at the present moment.
