asked the President of the Board of Trade why the Certificate P. 1 of the steamship "Lochness" was dropped from 1,200 to 900 passengers?

This vessel's ordinary certificate allows 400 passengers within certain geographical limits in the West Highland trade. No certificate permitting the conveyance of either 1,200 or 900 passengers has been issued, but during fair holidays in July a special certificate was granted allowing 690 passengers within partially smooth water limits of the River Clyde.
