asked the Secretary of State for India whether his attention has been drawn to the Circular issued by the Punjab authorities containing directions for the shadowing of prominent members of the Indian National Congress and for the exertion of pressure on the people of the province not to attend the forthcoming meeting of the Congress at Lahore; and whether, in view of the announcement of the pro posed round-table conference in which it is desired that members of the National Congress should participate, he will take steps to prevent the issuing of further instructions of this character?
