asked the Secretary of State for Foreign Affairs what is the nature of the understanding he has come to with the representative of the Soviet Government respecting the resumption of relations between Great Britain and the Union of Soviet Socialist Republics?

The understanding reached with the representative of the Soviet Government respecting the resumption of relations is embodied in the Protocol signed on 3rd October, which will be discussed by the House to-morrow.

Has the right hon. Gentleman received a reply from the Dominions, whether agreeing or disagreeing with this protocol?

Mr. HENDERSON

I suggest that it would be better to await the Debate. That point does not arise on this question.

45. Mr. GODFREY LOCKER-LAMPSON

asked the Prime Minister whether a whole day will be given for the discussion of the resumption of diplomatic relations with Russia?

The question of the provision of time for the discussion of this subject has been discussed through the usual channels and I am hopeful that the arrangements made for to-morrow will afford adequate opportunity for debate of the question.

Mr. LOCKER-LAMPSON

Owing to the great importance of the subject and the possibility of the first Debate continuing for a longer period than that which the Prime Minister expects, will he promise to give additional time on another day?

I cannot answer a hypothetical question. That question had better be put to me after our experience to-morrow.
