§ 28. Mr. CADOGANasked the Financial Secretary to the Treasury whether, in view of the resumption of the examination system of entry into the Civil Service for the executive grades and of the existing stagnation in promotion, he will consider the question of the promotion of clerical officers of ex-assistant clerk origin who have shown sufficient individual ability and who have attained the educational standard requisite to enable them to secure at least the qualifying mark fixed in open competitive examinations for second division clerkships?
